New Delhi: There is good news for central government employees. The Union Cabinet has decided to increase their Dearness Allowance (DA) by two percent. With this hike, the DA for central employees has risen from 58 percent to 60 percent. This move will benefit over one crore employees and pensioners. Pensioners receive Dearness Relief (DR). Currently, there are 50 lakh central government employees and 65 lakh pensioners in the country. A two percent hike in DA was anticipated based on the 12-month average of the All-India Consumer Price Index for Industrial Workers (AICPI-IW).
The Central Government periodically increases the Dearness Allowance for its employees and the Dearness Relief for pensioners. This allowance is revised twice a year—in January and July—to account for inflation. Previously, in October, the DA was hiked by three percent, rising from 55 percent to 58 percent. However, questions were being raised this time due to the delay in the announcement. It is believed that the delay may be attributed to the transition to the 8th Pay Commission.
The Central Government typically announces the DA hike for its employees and pensioners around the time of Holi. However, this time, as a considerable amount of time had elapsed without an announcement, anxiety was growing among the employees. The reason for this was that since the implementation of the 7th Pay Commission's recommendations in June 2016, the announcement regarding the DA hike had never been delayed to this extent. Consequently, questions were being raised as to whether the government was attempting to avoid a DA hike or if the delay was caused by financial pressures stemming from the conflict in the Middle East.
If an employee receives a basic pay of ₹36,500 per month, their current DA—calculated at 58 percent—amounts to ₹21,170. Following the two percent hike, their DA will rise to ₹21,900. Additionally, they will also receive arrears dating back to January. Similarly, if a pensioner's basic pension is ₹9,000, their Dearness Allowance (DA)—calculated at 58 percent—amounts to ₹5,220. Following today's hike, this figure will rise to ₹5,400. This translates to a monthly increase of ₹180 in their pension.
The Cabinet has also approved the establishment of a Sovereign Maritime Fund. A corpus of ₹13,000 crore has been allocated for this initiative. Its objective is to provide sustainable and affordable insurance coverage to Indian vessels. Mr. Vaishnaw stated that this move will reduce our reliance on foreign insurers. There was a felt need for a reinsurance mechanism backed by India. Furthermore, this initiative will result in savings of foreign exchange. Additionally, the Cabinet has extended the Pradhan Mantri Gram Sadak Yojana (Prime Minister's Rural Roads Scheme) until 2028. An additional allocation of ₹3,000 crore has been sanctioned for this purpose.
