Brasilia: Brazilian President Luiz Inácio Lula da Silva hascalled for immediate reform of the United Nations Security Council (UNSC). He supported the inclusion of India and Brazil as permanent members of the Council. Speaking to the media after a lengthy meeting with Prime Minister Narendra Modi at Hyderabad House in New Delhi, the Brazilian President highlighted the role of the G4 (India, Brazil, Germany, and Japan) group, which jointly advocates for Council reform and supports each other's permanent membership.
The Brazilian President said on Saturday that for more than 20 years, Brazil, India, Japan, and Germany have formed a group called the G4, where they advocate for the expansion of the UN Security Council. This has not happened yet, but it will soon because the UN needs greater representation. The UN must have the power and strength to intervene in the conflicts we see around the world today. An institution that fails to do this will not survive.
He further stated that we will continue to fight to make the United Nations more representative, to include more countries around the world, and to secure permanent seats for Brazil and India on the Security Council. Increasing the number of members in both permanent and non-permanent categories is essential to provide legitimacy and effectiveness to global governance. During his visit from February 18 to 22, the Brazilian President also participated in the second AI Impact Summit.
Luiz Inácio Lula da Silva said, "My dear friend Modi, it is a pleasure for me to return to this country for the sixth time. The meeting between India and Brazil has been excellent. We are not just the two largest democracies in the Global South. We are both very different countries and hubs of the cultural industry. We both support multilateralism and peace." This state visit and the invitation to the AI Impact Summit reflect our synergy and mutual trust.
On Saturday, the focus between the two sides was on strengthening the India-Brazil Strategic Partnership in trade, energy, defense, agriculture, climate action, technology, AI, semiconductors, essential minerals, and Global South cooperation. According to the Ministry of External Affairs, the two leaders reiterated their vision of an inclusive and multipolar world order and expressed their commitment to strengthening the global fight against terrorism.
Brazilian President Luiz Inácio Lula da Silva is accompanied by a large delegation of approximately 14 ministers and top CEOs of leading Brazilian companies. Meetings between Prime Minister Modi and the Brazilian President have been frequent in recent years. In July 2025, Prime Minister Modi paid a state visit to Brasilia, the first visit by an Indian Prime Minister in 57 years. The two leaders also met in Johannesburg during the G20 in November 2025.
