When Congress MP Shashi Tharoor, who is leading this delegation, spoke to the media after paying tribute, there was not an echo but a deep warning in his words. "We have come out to tell you that if 9/11 is repeated, if Mumbai is set ablaze again, India will not sit idly by. We no longer want sympathy; we want a shared strategy," Tharoor added.
