Punjab Swachh Bharat Abhiyan: When the flood crisis hit Punjab, Chief Minister Bhagwant Mann and his government fulfilled their responsibilities with full devotion by coming down on the ground. Now as the water is receding, the Mann government has started a mega campaign of relief, cleanliness and reconstruction. A special drive of cleanliness and restoration is being run by the government in the entire state from September 14 to September 23, which has started simultaneously in more than 2300 villages and urban wards.
In this mega campaign, the target has been set to make every street, every locality, every ward clean and better than before. Clear orders have been given to municipal corporations, municipal councils and panchayats to remove the silt, silt and dirt accumulated due to waterlogging. In many districts, more than 1000 sanitation workers, more than 200 tractor-trolleys, 150 JCB machines and hundreds of health workers are continuously engaged in this work. The government has appointed nodal officers in all the districts, under whose direct supervision the work is being done. The responsibility of each zone has been assigned to an officer and he has clear instructions to be on the ground daily and get the work done. The commissioners in the municipal corporations and the ADCs in the districts have been given special responsibility to ensure that no complaint remains pending.
Chief Minister Bhagwant Mann himself is continuously monitoring this entire campaign. He is constantly in touch with the officials and is personally reviewing the situation. He has clearly said that this is not a formal campaign, it is a struggle to make the homes and courtyards of every citizen of Punjab prosperous again.
There is equal focus not only on cleanliness but also on health services. The health department is spraying medicine, supplying clean water and setting up first aid camps in the flood-affected areas. As per the advisory issued on September 5, all ULBs have been directed to immediately implement cleanliness and disease prevention measures.
Survey work has also been started at a fast pace to compensate for the damage caused by the floods. All public and private properties like houses, shops, roads, electricity poles, water schemes are being assessed by engineering teams, so that the government can give compensation to every affected person as soon as possible.
The Aam Aadmi Party government of Punjab has directed that there should be transparency in all the works, so 'before and after' photographs are being taken everywhere. This process will ensure that no work remains incomplete and government help reaches every needy person. The special cleanliness and rehabilitation campaign of the Mann government has started in full swing in all the districts of Punjab from today, September 14. Teams of municipal corporations and local administration have come to the field since morning. The sound of JCB machines and the movement of tractor-trolleys indicate that now not only relief but reconstruction has also started in Punjab. People themselves are saying that for the first time the government has reached every nook and corner with such speed and seriousness. Seeing this, the public has gained confidence that the government does not just make announcements, it works on the ground, that too without stopping, without getting tired.
This time Chief Minister Bhagwant Mann's thinking has proved that if a disaster like flood is handled responsibly, then instead of lowering the morale of the people, it can strengthen it. This time the government has considered the flood not just as a natural disaster, but as a test of the courage, service-spirit and unity of Punjabis. Relief work has not been taken as an event or publicity, but as an opportunity for public service and accountability, this is the difference between a public servant government and superficial politics.
The flood came, there was damage, but the government did not waver anywhere. Chief Minister Bhagwant Mann and his team put themselves in the field. This is the same difference that the public is now clearly seeing, where some parties find politics in trouble, the Mann government finds solutions. Today when the opposition is writing the script of questions, the Mann government is answering through its work, and that too by staying among the people, standing in their midst. And that is why today the whole of Punjab is saying, the Mann government is standing, with its head held high, with its chest held high… with its people, every time, every condition.
