New Delhi: In light of the repeated bomb threats received by the Delhi Legislative Assembly over recent times, coupled with a recent security breach, a major decision has been taken. With the government enhancing the security of Assembly Speaker Vijender Gupta, he has now been accorded 'Z' category security cover.

Why was Vijender Gupta's security upgraded?

A statement issued by the Delhi Legislative Assembly Secretariat notes that, following the receipt of bomb-related threats since the Budget Session and the recent security lapse within the Assembly premises, Speaker Vijender Gupta's security has been upgraded to the 'Z' category. The Assembly Secretariat and the Speaker's office have received approximately 6 to 7 threatening emails since the commencement of the Budget Session on March 23. This step was taken in response to these incidents.

Furthermore, a recent incident involved an individual driving his car through the barricades at Assembly Gate No. 2 to gain unauthorized entry into the complex; he proceeded to place a bouquet and a garland near the Speaker's office before driving back out. Under the new 'Z' category security protocol, Vijender Gupta will be provided round-the-clock security by a specialized team. These enhanced security measures also include a dedicated escort vehicle that will accompany him at all times. The statement further adds that the process of further tightening the overall security arrangements of the Legislative Assembly is currently underway.

What constitutes 'Z' category security?

'Z' category security is the fourth-highest tier of security cover provided within the country. This level of security is typically accorded to individuals whom security agencies have assessed as facing a grave threat to their safety.

'Z' category security entails the deployment of approximately 22 security personnel. This contingent comprises trained personnel and commandos drawn from the Delhi Police, ITBP, CRPF, or CISF. Specifically, the cover includes a minimum of 4 to 5 commandos from the NSG (or other paramilitary forces) who serve as Personal Security Officers (PSOs) and remain with the protectee 24 hours a day.

At the forefront of the security cordon travels a 'pilot' vehicle, tasked with clearing the path ahead. A dedicated escort vehicle—manned by armed personnel—follows at the rear of the security cordon. During transit, all vehicles comprising the convoy are equipped with advanced communication systems. Static guards are deployed at the Chairman's residence. Armed sentries are stationed at the entrance and exit gates of the residence. Every individual entering or leaving the premises undergoes rigorous screening, and a logbook is maintained. The security team is equipped with metal detectors and other explosive detection devices. Local police and intelligence agencies conduct advance reconnaissance of the protected individual's routes and public engagements.
