New Delhi: Central government employees are awaiting an increase in their dearness allowance (DA). Experts predict they could receive this gift before Diwali. According to experts, DA could increase by 3%. This means government employees could see a significant salary increase. Based on the figures, the dearness allowance could increase from 60% to 63%. Since Diwali falls on November 8th this year, employees and pensioners are hopeful that an announcement will be made during this festive season.
The Union Cabinet did not announce pending revisions to DA and dearness relief (DR) in its October 14 meeting, leaving the next decision uncertain. The additional amount employees will receive will depend on their basic pay. With a 3 percent increase, an employee earning a basic salary of ₹18,000 will receive ₹540 more per month, while an employee earning a basic salary of ₹56,100 will receive ₹1,683 more per month before deductions.
DA is calculated as a percentage of basic salary. The current rate is 60%, with the central government approving a 2% increase effective January 1, 2026. If the DA increases to 63% in the next revision, employees will receive an additional 3% of their basic salary each month.
If this 3 percent increase is implemented for a full year, employees at these basic pay levels could receive an additional amount ranging from ₹6,480 to ₹20,196 annually. However, the actual take-home pay increase may be less than this due to certain deductions.
The DA revision due in July 2026 is expected to take effect on July 1, even if a formal announcement is made later. If the government approves the increase retrospectively from that date, employees may also receive arrears for the intervening months, according to the terms of the official order.
For example, if an employee's basic salary is ₹35,400, a 3 percent increase would mean an additional ₹1,062 per month. This translates to a total arrears of ₹3,186 for July, August, and September, or ₹4,248 for the four months through October. The actual arrears received will depend on the date of implementation, the revised rate approved, and the number of months for which the payment is made.
The DA revision is separate from the festival bonus already announced by the government. The central government has approved a 30-day ad-hoc bonus for eligible Group C and non-gazetted Group B employees who are not covered by productivity-linked bonus schemes. Depending on the eligibility conditions, this could result in a maximum payout of ₹6,908. Additionally, eligible railway employees will receive a 78-day productivity-linked bonus, with a maximum payout of ₹17,951.
Unlike these lump-sum payments, the DA increase will increase monthly salaries. If implemented retrospectively, employees may also receive arrears. Pensioners will benefit from this through "Dearness Relief."
The next revision in DA is also separate from the 8th Pay Commission. While the Pay Commission is working on its recommendations, the current DA system may continue. Employees should not assume that an increase in DA automatically means an immediate change in the entire pay structure.
For now, the 3 percent DA increase is only a hope, not a confirmed festive payment. Employees will have to wait for the Cabinet decision and subsequent official order to learn about the revised rate, the effective date, and the amount of arrears they will receive.
