New Delhi: Amid the ongoing deadlock in the Lok Sabha, the no-confidence motion related to Speaker Om Birla has now come under the ambit of the formal process. On the notice given by the opposition, the Speaker has directed the Lok Sabha Secretariat to investigate it and complete further action as per the prescribed rules. This instruction has been issued at a time when the proceedings of the House are being continuously disrupted and the budget session has been affected.
According to parliamentary sources, the Speaker has asked the Secretariat to examine the notice of no-confidence motion from every aspect. In this it will be seen whether the notice is in accordance with the rules or not. It has also been asked to ensure that there is no unnecessary delay in the process.
Opposition parties claim that the notice has signatures of more than 100 Lok Sabha MPs. According to Lok Sabha rules, the support of a minimum of 100 MPs is required to bring a no-confidence motion against the Speaker. It is being said that notice will be served on this basis.
The opposition says that their voice is being suppressed in the House. Dissatisfaction has been expressed over Leader of Opposition Rahul Gandhi not getting a chance to speak, suspension of MPs and repeatedly switching off the mike during the proceedings. Opposition parties allege that their objections on these issues were ignored.
The ruling party says that the opposition is deliberately disrupting the proceedings. The government claims that the Speaker has taken all decisions as per rules and traditions. Ministers say that the no-confidence motion is a part of politics, but it is affecting the work of the House.
Parliamentary experts say that the next step will depend on the investigation report of the secretariat. If the notice is found technically correct, it can be proceeded with. However, considering the current numerical strength, the chances of the proposal being passed are said to be low.
The timing of the House may be further affected due to the process related to the no-confidence motion. The budget session is already running behind schedule. In such a situation, completing the legislative work on time can become a challenge.
If the notice is found to be valid in the Secretariat's investigation, the same will be informed to the House. After this, the date of discussion can be fixed as per the rules. After discussion the voting process will be completed.
In political circles, this is being linked to the current tense environment of Parliament. On one hand the opposition is adamant on its objections, while on the other hand the government is insisting on carrying out the proceedings. In the coming days it will become clear in which direction this conflict goes.
