Lok Sabha To Take Up Anti-Paper Leak Amendment Bill Today; Young MPs To Lead 10-Hour Discussion

New Delhi: Amid rising cases of paper leaks in the country, the government is set to introduce the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 in the Lok Sabha on Monday. Last Friday, the government has already approved a draft bill in this regard. The ruling alliance is also preparing for an extensive debate, with proceedings expected to last between eight and ten hours. 

Essential amendments are being made to the Public Examination (Prevention of Unfair Means) Amendment Bill, 2024.

What will be special in the new bill?

The amended bill proposes the creation of fast-track courts for paper leak cases, and also calls for completing investigations within two months. Furthermore, provisions are being made for a minimum sentence of five and a maximum sentence of 10 years for those accused of paper leaks. For organised crimes, a minimum sentence of seven years and a fine of Rs 10 crore is proposed.

What is the strategy of NDA?

The Bill will be introduced by Union Minister of State Jitendra Singh in the Lok Sabha today. The bill is expected to be discussed for eight to ten hours in the Lok Sabha. As part of its strategy, the NDA has put forward a youth brigade that will not only speak in support of the bill but also try to convince the opposition.

Who will speak on the bill?

According to reports, the NDA is fielding Bansuri Swaraj and Tejasvi Surya to lead the discussion. Besides these, Trinamool Congress MPs Sayoni Ghosh and Mitali Bag, Lavu Sri Krishna Devarayulu from the TDP, Lallan Singh from the JDU, Dr. Shrikant Shinde from the Shiv Sena, Sunil Tatkare from the NCP, Anupriya Patel from the Apna Dal, and Arun Bharti from the LJP Ram Vilas Party will also participate in the discussion.

What about new Education Minsiter?

The newly-appointed Education Minister Prahlad Joshi, who replaced Dharmendra Pradhan after the latter resigned on July 25, will also be present during Question Hour in the Lok Sabha on Monday. Many questions related to the education department are expected during Question Hour, and Prahlad Joshi, along with his fellow state ministers, will answer each question.

Dharmendra Pradhan resigned as Education Minister a few days ago. Prahlad Joshi assumed this responsibility shortly thereafter. He began a series of meetings at Kartavya Bhavan on Saturday. He also held separate meetings with NTA officials. Several other officials also provided him with necessary briefings.
