National News: In a landmark decision, the Punjab government has provided major relief to thousands of state government employees by offering them a historic opportunity to rejoin the Old Pension Scheme (OPS). This decision brings hope to many who missed out on OPS by just a few days due to recruitment timing. The government issued an official notification on 22 May 2025, which was published in the state gazette on 23 May 2025, announcing crucial amendments to the Punjab Civil Services Rules.

This move comes amid a growing national debate over the merits of the New Pension Scheme (NPS) versus OPS. For years, employee unions across the country have been advocating for the restoration of OPS, especially for those who were appointed after 1 January 2004, despite their recruitment process having begun earlier.

Who Is Eligible to Opt for OPS?

As per the official notification, employees appointed after 1 January 2004 are eligible to opt for OPS if the advertisement for their recruitment was issued before 1 January 2004. This change finally acknowledges and addresses a long-standing demand of affected employees.

Compassionate Appointments Also Included

The government has also extended this benefit to employees appointed on compassionate grounds, provided that their petition for appointment was filed before 1 January 2004 and they fulfilled all the required qualifications. These individuals can now also exercise the option to shift to OPS.

Deadline & Conditions: Three-Month Window for Consent

Eligible employees must submit their choice within three months of the notification date, i.e., by 21 August 2025. If an employee does not express their preference within this period, they will automatically remain in the New Pension Scheme (NPS) by default. This consent mechanism is aimed at ensuring transparency and informed choice.

Orders Issued Across Departments

The directive has been circulated to all department secretaries, deputy commissioners, district and sessions judges, and heads of government boards and corporations. Furthermore, boards and corporations have been advised that they may also implement this provision, provided it does not create any additional financial burden on the state exchequer.

The decision has sparked widespread satisfaction among government employees across Punjab. Various employee organizations have welcomed the move, calling it a progressive and employee-centric initiative. Many have urged the government to continue implementing such reforms in a transparent manner so that the maximum number of eligible beneficiaries can be covered.
