The order was published on the White House website on October 1st, but it was signed on September 29th. Israeli Prime Minister Benjamin Netanyahu was in Washington at the time. Netanyahu expressed regret for the attack in Qatar and apologized to Qatari Prime Minister Mohammed bin Abdulrahman bin Jassim Al Thani over the phone. Netanyahu was at the White House during this time.

Qatari officials have not yet commented on this order. The legal status of this order is somewhat unclear. In the US, such orders or agreements usually require Senate approval, but the president can enter into many international agreements without Senate approval. Obama also signed the Joint Comprehensive Plan of Action (JCPOA) nuclear agreement with Iran in 2015. The president also has the final say on military action.
