Texas Freezes New H-1B Visa Hiring at Public Universities, State Offices to Protect US Jobs (Open Ai)
Texas: A major decision has been taken regarding the H-1B visa in the US state of Texas. Texas Governor Greg Abbott has ordered an immediate halt to new H-1B visa applications at all government agencies and public universities in the state. This ban will remain in force till 31 May 2027. The governor says that this step has been taken with the aim of keeping American jobs safe for American workers.
Governor Abbott said there have been complaints of abuse of the H-1B visa program. According to him, the state government will have to ensure that American citizens get the first opportunity in jobs funded by taxpayers' money.
This order will apply to all state agencies whose heads are appointed by the governor. Along with this, all the government universities and higher education institutions of Texas will also come under its purview.
The moratorium on new H-1B petitions will continue until May 31, 2027. This date coincides with the end of the 90th regular session of the Texas Legislature.
The Texas government had already launched an investigation into the use of H-1B visas in public schools and universities. The purpose of the investigation is to know whether local candidates were ignored.
Abbott said some employers replaced American workers with H-1B workers. He also alleged that in many cases foreign workers were hired at low wages.
The governor says the H-1B visa was created for specialized skills. But now it is being used for jobs that people of Texas can do.
All affected agencies and universities must submit reports to the Texas Workforce Commission by March 27, 2026. In this, details of H-1B applications filed in 2025 will have to be given.
The report will include details of the visa holders' country, job category, duration of the visa, and efforts to recruit local candidates.
Abbott cited former President Donald Trump's policy that the purpose of H-1B visas is to help the American workforce, not replace it.
Last year, the Trump administration imposed a one-time fee of $1 lakh on new H-1B applications. Many states challenged it in court, but Texas did not join the petition.
The largest number of H-1B visa recipients are Indian citizens. In 2024, 71 percent of the visas were given to Indians. However, recent figures have shown a huge decline in approvals for IT companies.
This step of Texas can become an example for other states also. This may affect recruitment in universities and medical institutions. The debate over H-1B visas is likely to intensify.
