India’s First Mobile Voting App Launched for Bihar Elections 2025 — Here’s How to Register and Vote

In a historic move, the Bihar Assembly Elections 2025 will introduce mobile voting for the first time in India. The Election Commission has developed the E-SECBHR app to allow senior citizens, disabled individuals, pregnant women, and out-of-state voters to cast their votes remotely. Amid rising concerns over digital security, officials have assured strong safeguards including blockchain technology, facial recognition, and voter ID verification to ensure the integrity and transparency of the process.

For the first time, voting through a mobile app will be implemented in the Bihar Legislative Assembly Elections 2025. This feature aims to benefit individuals who are unable to physically reach polling stations. However, questions are being raised about whether this voting app can be tampered with or misused. The Election Commission has now addressed these concerns and provided important information. Let’s understand how secure this election voting app really is.

Who Can Vote Through the App?

The Election Commissioner stated that mobile voting will be available for those who are unable to physically visit polling stations. This includes senior citizens, people with disabilities, pregnant women, and voters residing in other states.

To cast their vote online, voters must have the designated app installed on their phones.

Which App to Download and What’s the Process?

To use this service, voters must install the E-SECBHR app on their smartphones. After installation, they need to link their voter ID number to the app.

Currently, the app is available only on Android devices. It has been developed by the Centre for Development of Advanced Computing (CDAC). Additionally, another app has been created by the Bihar Election Commission.

Can the Voting App Be Tampered With?

The Election Commission clarified that, to maintain a fair and transparent voting process, only two registered voters can log in using the same mobile number.

Each vote will be verified using the voter's ID, ensuring authenticity. The commission also shared that around 10,000 voters have already registered for the e-voting system, and over 50,000 are expected to vote online instead of visiting polling booths.

When asked about the security and fairness of the voting process, officials outlined strong digital safeguards that have been implemented. These include:

Blockchain technology
Facial recognition and scanning features
Tamper-proof verification protocols

Additionally, an audit trail will be maintained for every vote — similar to the VVPAT (Voter Verified Paper Audit Trail) system used in Assembly and Parliamentary elections with electronic voting machines.
