Bihar: In a major power development, Deputy Chief Minister Samrat Choudhary has been given charge of the Home Ministry in the newly formed NDA government in Bihar. This marks the first time in over two decades that the JDU has handed over the state's most influential department to an ally. The move elevates Choudhary’s political standing within the cabinet. However, despite this allocation, the complete administrative authority has not been transferred. The department still functions with limitations tied to high-level decision-making by the Chief Minister.

What Powers Remain With The Chief Minister?

While Choudhary now formally heads the Home Ministry, Chief Minister Nitish Kumar retains control over key administrative functions. The General Administration Department (GAD), which manages postings, transfers and promotions of IAS, IPS, BAS and BPS officers, continues under his jurisdiction. This department traditionally remains with the Chief Minister, serving as the epicentre of bureaucratic management. This ensures that strategic administrative decisions, including those affecting senior police officers, require CM approval.

How Does This Impact Police Administration?

Technically, the Home Ministry looks after law and order and the functioning of the police department. However, in Bihar, the actual transfer and promotion of IPS officials are processed through the GAD. Since Nitish Kumar has retained GAD, no senior officer’s role can be altered without his sanction. This arrangement ensures that while operational control is given to Samrat Choudhary, structural and procedural authority remains in the hands of the Chief Minister.

What Does This Mean For BJP’s Influence?

By allowing the BJP leader to head the Home Ministry, the JDU has signalled willingness to share power strategically. However, the decision to retain GAD indicates restricted autonomy. This reflects a controlled power-sharing model where BJP holds a visible position but not complete control. Political analysts suggest that this arrangement allows Nitish Kumar to maintain strategic influence over governance while projecting balance in the coalition.

How Has The Cabinet Been Structured?

Following the cabinet oath-taking ceremony, Chief Minister Nitish Kumar allocated portfolios across 26 ministers. Among the two BJP Deputy CMs, Samrat Choudhary received the crucial Home Ministry. Yet, crucial departmental control remains with the CM himself. Other departments have been divided to maintain coalition diplomacy. Analysts believe that while ministries were given as part of political negotiation, administrative authority continues under centralized monitoring.

What Role Does GAD Play In Administration?

The General Administration Department is considered the backbone of state governance operations. It functions as the administrative control centre for transfers, recruitment, promotions and disciplinary actions of senior officials. Since it also governs the posting of IPS officers working in the Home Ministry, it directly influences internal functioning of policing bodies. This institutional design ensures that the CM retains overarching authority.

What Could Be The Long-Term Implications?

Experts feel this arrangement could shape future political relations within the coalition. If the Home Ministry successfully manages law and order while functioning under procedural restrictions, it may enhance Samrat Choudhary’s credibility. However, operational limitations could also lead to internal friction if major policy decisions require frequent CM intervention. The present structure clearly reflects that while power has been delegated, control has not shifted entirely.
