New Delhi: A disturbing case of neglect and lack of resources has come to light in Jhansi, Uttar Pradesh. A middle-aged man, identified as Samant alias Batai alias Beti (50), has been chained to a tree in village Kanja Chitawat for the past 10 years.

Due to the fear of his unpredictable behavior and the family's inability to afford proper care, they resorted to chaining him under a tree, exposed to the elements.
