PM Modi Chairs Historic NITI Aayog Meet; Sets 100-Day Targets for 'Viksit Bharat 2047' (X/@narendramodi)
New Delhi: Prime Minister Narendra Modi on Thursday chaired the 11th Governing Council Meeting of NITI Aayog at the Rashtrapati Bhavan Cultural Centre in New Delhi. The meeting carried the theme of "Inclusive Human Development for Viksit Bharat at 2047". Chief Ministers, Lieutenant Governors and Administrators from 28 states and five Union Territories were present. This was the first time all 28 states sent their Chief Ministers to a Governing Council meeting. That alone made it a significant moment in India's cooperative federalism. Modi used the platform to push an ambitious agenda covering youth, women, water, defence, artificial intelligence and trade. The message from the top was clear. Viksit Bharat is not just a government target. It has to become the goal of every state, every district, every block and every village.
Modi told the gathering that India remains a bright spot in the world economy. Several major economies are going through uncertainty and slowdown But India stand out as a bright spot. He stressed the need to build on self-reliance while also picking up the best practices from around the world, especially in renewable energy. He said the journey to becoming a developed nation cannot happen without tight coordination between the Centre and the states.

Modi pointed to a striking number. He quoted 'Youth' as a biggest asset. Nearly 70 crore Indians are below the age of 25. He called this the country's greatest strength. But he said this demographic dividend will only turn into a development dividend if states invest seriously in quality education, skill development and capacity building. He also urged states to help young entrepreneurs and MSMEs tap into the trade agreements India has recently signed with several countries. States were asked to go out and attract investments from these partner nations.
Modi pushed hard on women empowerment. He asked states to scale up the Lakhpati Didi programme and take the number from three crore to six crore. He also stressed the need to build a safe and secure environment for women across the country. He said economic and social empowerment of women is not a side agenda. It is central to India's development story.
The Prime Minister asked states to strengthen One District One Product initiatives and build export strategies around local products. He flagged defence manufacturing as a sector where India is carving out a strong global identity. States were told to frame policies that bring in investment and create jobs in this space. On artificial intelligence, Modi asked states not to fear it but embrace it. He said investing in AI-ready skills is the need of the hour.
Modi raised the issue of water conservation with urgency. He linked it to El Nino conditions and asked states to push harder on water saving measures. He also spoke about natural and organic farming. He noted that farmers bought around 11 lakh tonnes of organic manure this Kharif season, which he said shows growing confidence in sustainable agriculture. He proposed identifying 100 districts in the agriculture sector using the aspirational district model for focused and faster development.
A key part of the meeting was about measurement and accountability. Modi called for a solid monitoring framework. He wants 100-day targets set alongside five-year goals to track progress towards Viksit Bharat 2047. He said transparency, good governance, ease of doing business and modern infrastructure are non-negotiable for pulling in investments.
Chief Ministers and Lieutenant Governors congratulated Modi on completing 12 years in office. They discussed how to strengthen energy security, keep the economy resilient and maintain growth momentum in a turbulent global environment. Modi wrapped up the meeting calling the discussions constructive. He said the inputs from different states reflected real aspirations and real challenges. He expressed confidence that working together, India will get to its 2047 goal.
