New Delhi: The high-level meeting held in Delhi as soon as Prime Minister Narendra Modi returned from his five-nation tour has created a stir in political circles. The report card of the work of the ministers was put forward in the long review meeting chaired by PM Modi on Thursday. It is believed that there may be major changes in the cabinet before the completion of two years of the NDA-3 government.

On what basis was the list of 'Top-5' and 'Bottom-5' ministers prepared?

According to sources, a detailed audit of the performance of the ministries was conducted in the meeting that lasted for about four hours. Reports of different ministries were presented by Cabinet Secretary Rajiv Gauba and NITI Aayog. The ranking of ministries was decided mainly on two parameters — the speed of disposal of government files and the way in which public complaints were resolved.
