Education Quotas In Spotlight

Education is one of the biggest promises in Rahul Gandhi’s plan. Congress has said EBCs will get seats in all private schools under Article 15(5). They also promised half the reserved seats under the Right to Education Act for EBCs, SCs, and STs. This is aimed at giving poor children from backward groups a better future. The move is likely to spark a strong debate in Bihar politics.

Reservation Beyond Fifty Percent

Rahul Gandhi also promised to break the 50% cap on reservations. He said quotas should be based on population numbers, not legal limits. Congress will pass a state law and send it to the Centre for inclusion in the Ninth Schedule of the Constitution. This will make it harder for courts to block such moves. The party claims this step will ensure true justice for backward groups.

Jobs And Employment Focus

Unemployment is a big issue in Bihar. Congress has promised 50% reservation in government contracts worth up to ₹25 crore. They also pledged to scrap the controversial “Not Found Suitable” rule, which often blocks backward candidates. A special authority will monitor all reservation policies. Rahul said young people are angry because jobs are missing, and this plan directly addresses their demand for fair employment opportunities.

Land And Housing Promises

Apart from jobs and education, Rahul Gandhi also promised land for the landless. Under the plan, EBCs, SCs, STs, and BCs will receive small plots for housing. In rural areas, five decimals of land will be given, while in urban areas, three decimals will be provided. This is being seen as a direct attempt to reach poor families struggling for shelter. The promise is expected to strike a chord in villages across Bihar.

Protecting EBC Rights

To strengthen protection, Congress promised to introduce an “EBC Atrocities Prevention Act.” This law will be similar to the SC/ST Act already in place. It will protect Extremely Backward Classes from discrimination and violence. Rahul Gandhi said that democracy cannot survive if weaker groups are attacked. This message is designed to unite backward communities under the Congress-RJD banner. Party leaders say this is the foundation of their Bihar campaign.

Bihar Polls And Big Stakes

The RJD-Congress alliance is hoping to unseat Nitish Kumar’s JD(U)-BJP government. Rahul Gandhi is betting on social justice politics to deliver results. He said the 2025 Bihar assembly election will be a turning point for India’s democracy. The Congress strategy is to bring back the legacy of Lalu Yadav’s backward class movement while adding a modern twist. Whether voters believe in this promise will be decided in November when Bihar goes to polls.
