The accusations surfaced after a series of phone calls were made to the Delhi Police Control Room from the Chief Minister's residence, reporting an incident of misconduct involving Swati Maliwal and the Chief Minister's Private Secretary, Vibhav Kumar.

According to sources within the police department, the first call was received at approximately 9 a.m. on Monday morning, followed by another call shortly thereafter. The caller, who identified herself as Swati Maliwal, alleged that she had been subjected to assault and misconduct by Vibhav Kumar. She claimed that the incident took place within the premises of the CM House in Civil Lines, Delhi.
