Secret Tip-Off Leads Dwarka Police to Three Proclaimed Offenders Hiding in Mahavir Enclave (Pankaj Rai)
New Delhi: Evading the law and remaining absconding for a long period proved costly for three accused individuals. The court had declared them 'Proclaimed Offenders' after they consistently skipped hearings in a case related to crimes against women. Subsequently, the Anti-Jail Bail and Proclaimed Offender (PO) Cell of the Dwarka District Police intensified the search for them. Eventually, the police received concrete information and apprehended all three accused—who were hiding in Mahavir Enclave—in a single operation.
Dwarka District DCP Kushal Pal Singh stated that the arrested individuals have been identified as Balram Mahto (49), Pankaj (30), and Brij Kishore (42). A case has been registered against all three under various sections of the Indian Penal Code (IPC) in connection with FIR No. 331/2022 at the Dabri Police Station. Due to their persistent absence from court proceedings, they were declared Proclaimed Offenders on February 26, 2026, by the court of Ms. Shubhi Gupta, Judicial Magistrate First Class, Dwarka Courts.
A special drive was being conducted under the instructions of senior Dwarka District Police officials to apprehend proclaimed offenders and active criminals. As part of this initiative, the police team received a secret tip-off on September 18, 2026, that proclaimed offender Balram Mahto, his son Pankaj, and Brij Kishore were hiding in the Mahavir Enclave area of Dabri. Acting swiftly on the information, the team reached the area, cordoned it off, and laid a strategic trap. The police operation was executed with such precision that the three accused did not even get a chance to react or escape. The team successfully apprehended all three of them. The police arrested the three individuals under Section 35.1(d) of the Bharatiya Nagarik Suraksha Sanhita (BNSS).
According to the police, Balram Mehto (son of Gangadhar Mehto Singh), aged 49, is a resident of 40-Futa Road, Mahavir Enclave Part-2, Delhi. The second accused, Pankaj (son of Balram Mehto), aged 30, resides at the same address. The third accused, Brij Kishore (son of Mohan Mehto), aged 42, is a resident of 40-Futa Road, Mahavir Enclave Part-2, Dabri, Delhi. The police stated that none of the three accused had any prior criminal record. However, they had been declared 'proclaimed offenders' for evading court proceedings in the relevant case.
According to the Dwarka District Police, a special team had been actively searching for proclaimed offenders who frequently change their locations to evade the judicial process. In this instance, the police confirmed the presence of the accused based on technical and human intelligence and subsequently executed a planned operation. A team led by Inspector Harish Kumar—comprising Head Constable Rahul Yadav (No. 532/DW) and Head Constable Kulwant (No. 681/DW)—played a pivotal role in the operation. The team carried out the action under the close supervision of ACP (Operations, Dwarka) Subhash Malik. This operation was conducted under the directives of Kushal Pal Singh, Deputy Commissioner of Police (DCP), Dwarka District.
