2025 Emerges As Year Of Transformation For Punjab Jails Under Mann Government Reforms

The year 2025 marked a defining shift for Punjab’s prison system. Releasing its year-end achievement report in Chandigarh, the Punjab Jail Department highlighted reforms focused on rehabilitation, stability and modern security. Under the leadership of Bhagwant Singh Mann, jails are no longer seen only as confinement spaces. They are being reshaped into institutions of reform. The emphasis has moved toward dignity, discipline and second chances.

What Vision Is Driving These Prison Reforms?

Punjab Jail Minister Laljit Singh Bhullar said the government is committed to a humane and reform-oriented prison approach. He stressed expanding welfare-based initiatives for inmates. Technology is being used to strengthen security. Skill development is being promoted to prepare inmates for life after release. Bhullar said the focus remains on safety while offering prisoners a chance to rebuild their lives.

How Are Sports And Environment Changing Jail Life?

To promote fitness and sportsmanship, the Punjab Jail Olympics were organised in 2025. This initiative encouraged physical activity and healthy competition among inmates. Large-scale plantation drives also transformed prison premises into greener spaces. Several jail complexes now reflect a “clean and green” vision. These efforts aim to improve mental health and discipline. A healthier environment supports rehabilitation.

What Infrastructure Projects Are Underway?

Major infrastructure upgrades are strengthening prison security. A new high-security jail is being constructed at Gorshian Kadarbaksh in Ludhiana at a cost of Rs 100 crore. In Mohali, construction of the ‘Jail Bhawan’ headquarters is progressing steadily. These projects aim to modernise administrative control. The upgrades also enhance operational efficiency. Infrastructure reform is a core pillar of change.

How Is Staffing Being Strengthened Across Jails?

Large-scale recruitment has been undertaken to improve prison management. So far, 815 warders and 32 matrons have been recruited. Recruitment of 175 warders and four matrons is nearing completion. Selection processes are also underway for deputy superintendents, assistant superintendents, warders and matrons. Additionally, over 500 PESCO personnel have already been hired. More are set to join soon.

Why Is Technology Central To Prison Security?

Technology-driven security has become a priority. Equipment worth Rs 126 crore is being procured for Punjab jails. This includes AI-based CCTV systems, X-ray baggage scanners and body-worn cameras. To curb mobile phone misuse, high-energy jammers are being installed in 13 sensitive prisons. These measures strengthen surveillance. They also reduce internal crime risks. Technology now anchors prison safety.

How Are Skills And Employment Shaping Prisoner Futures?

Rehabilitation through skills remains a key focus. Nine petrol pumps operated by inmates have been launched across Punjab. Three more are planned soon. ITIs have been opened in 11 jails, offering training in welding, electrical work, computer operations, beauty services and tailoring. Around 1,016 inmates are targeted for certified training. These initiatives aim to ensure dignity, employability and social reintegration after release.
