Patna: On the fifth day of the budget session in the Bihar Assembly, the Third Supplementary Budget was presented in the House after the lunch break. Finance Minister Bijendra Yadav tabled the Third Supplementary Budget of ₹12,165.3947 crore in the House. The number of BJP MLAs in the House was quite low, as most of them had gone to Bapu Sabhagar to attend the felicitation ceremony of Nitin Naveen.
In the morning, a heated exchange took place between Nitish Kumar and Rabri Devi in the Legislative Council. As soon as the proceedings began, RJD MLCs created a ruckus over the law and order situation. Sunil Singh raised the issue of the rape and murder of a 6-year-old girl in Darbhanga.
Following this, Rabri Devi demanded Nitish Kumar's resignation. She said, "There is no district left in Bihar where girls are safe." Slogans of "Nitish Kumar, shame, shame" were raised in the House.

After this, Nitish Kumar rose from his seat and said, "Did you people do any work that you are speaking today? Did you ever send girls to school?"
RJD MLCs alleged that their microphones were switched off when CM Nitish Kumar was speaking.
RJD MLCs came into the well of the House and raised slogans in the Legislative Council. They raised the issues of rape cases in Patna, Khagaria, Ara, and Darbhanga. The opposition did not allow the Question Hour to proceed, after which the proceedings were adjourned until 2:30 PM.
