The headquarters of this new organization will be in Hong Kong and representatives of 50 countries and about 20 organizations including the United Nations participated in its inauguration ceremony.

China described this organization as the world's first inter-governmental legal organization, which will resolve international disputes through arbitration. China also said that this organization will work in accordance with the principles of the United Nations Charter and will promote global peace and cooperation. Hong Kong leader John Lee said that the work of this new organization can start by the end of this year. He said that after the establishment of this organization, disputes between many countries will be resolved through negotiation and arbitration, which will strengthen global peace and agreement.
