Beijing: News of the dismissal of senior Chinese military generals has become commonplace. China President President Xi Jinping has been consistently removing top military officials from their posts on serious corruption charges. However, a recent revelation has shocked the world. According to US intelligence reports, Chinese nuclear missiles ready for launch in western China were filled with water instead of fuel. If the missiles had been fired, they would not have been able to take flight. This led President Xi to dismiss General Zhang Youxia, the head of the Chinese Rocket Force.
General Zhang Youxia was a top Chinese military official and a close confidant of President Xi Jinping. He was the second most senior official in China's Central Military Commission after President Xi Jinping. The Central Military Commission is the supreme military leadership body of the Chinese Communist Party (CCP) and the People's Republic of China (PRC). All major decisions related to the Chinese military are made here. This commission leads the People's Liberation Army (PLA), the People's Armed Police (PAP), and the Militia of China.
According to the US intelligence report, General Zhang Youxia was detained on January 19 on charges of leaking data on China's nuclear weapons to the US, accepting bribes for promotions, and compromising the People's Liberation Army's (PLA) war preparedness. Citing an article in the PLA Daily, the mouthpiece of the Chinese military, the South China Morning Post (SCMP) reported on Sunday that, "We must take firm and decisive steps to eliminate corruption that undermines the building of war capabilities, and thoroughly investigate and eradicate those 'big rats' who manipulate military spending." A 2024 Bloomberg report, citing US intelligence officials, stated that "silos in the Xinjiang missile field in western China had lids that prevented missiles from being effectively launched." It also said that "the purge in the Chinese military was triggered by serious problems with weapons and equipment." An example given was that some missiles stored in the silos were filled with water instead of fuel.
The Center for Strategic and International Studies (CSIS) stated in a report, "While some of China's missiles may currently contain water, it cannot be assumed that this will remain the case. Xi Jinping's actions against corruption demonstrate his seriousness in strengthening China's nuclear forces." However, The Asia Times dismissed the Bloomberg report, stating that "China does not store its liquid-fueled rockets with propellant already loaded." According to the report, "there would be no reason to fill the missiles with water unless it was a deliberate act."
