Lakhvi, the mastermind of Mumbai attacks, still active

Zaki-ur-Rehman Lakhvi, who commanded Lashkar-e-Taiba's operations, has been a major conspirator of the 2008 Mumbai terror attacks. He was arrested after the attacks, but came out on bail in 2015 and was sentenced to 15 years in 2021. However, even today, he is playing an important role in carrying out Lashkar military operations, training camps and terrorist conspiracies.

• Haji Mohammad Ashraf: Lashkar's finance head, who carries out terrorist funding through hawala and donations. He works to raise money through organizations like Jamaat-ud-Dawa.
• Arif Kasmani: The responsibility of coordinating with other terrorist organizations, especially al-Qaeda, is on its shoulders.
• Zafar Iqbal: Lashkar co-founder, who specializes in spreading ideological fanaticism and brainwashing youth.

Mid-level terrorists are also becoming a big threat

Adil Stumble's name appeared in the 2025 Pahalgam attack - a local terrorist who took training in Pakistan. This incident is a clear indication that now mid-level terrorists also have the ability to carry out big and deadly attacks.

Lashkar takes the cover of many social and political faces to run his terror:

• Jamaat-ud-Dawa (Jud): This organization, which works under the guise of school, hospital and relief work, actually spreads the terrorist ideology of Lashkar. The United Nations and the US have declared it a terrorist organization.
• Falah-e-Insaniyat Foundation, Al-Madina, Aer Foundation: When Jud was banned, these new names came out which are advancing the same agenda.
• Milli Muslim League (MML): MML is the political branch of Lashkar-e-Taiba, which continuously tried to strengthen its hold in Pakistan politics. However, the US has also banned it for being associated with terrorist organizations.
• Hand and donations run the machinery of terror

According to sources, Jamaat-e-Islami's sub-continuous hawala network extends to India, Bangladesh, Nepal and Sri Lanka. This network remains the main source of money for Lashkar terrorist activities.
