International News: A recent Reuters investigation suggests that the 28-point peace proposal drafted by the Trump administration resembled Moscow’s earlier negotiation terms. Officials believed Ukraine would reject these demands outright, yet the proposal still made its way into formal talks. Sources claim the US plan contained elements identical to Russian protocols, referred to as a “non-paper” in diplomatic terminology. It reportedly even included territorial concessions previously rejected by Ukraine. Senior US officials, including Secretary of State Marco Rubio, reviewed the plan believing it would ultimately be refused by Kyiv.
After a meeting in Washington between US President Donald Trump and Ukrainian President Volodymyr Zelensky in October 2025, Russia disclosed a document outlining its peace terms. Reports suggest the US later incorporated similar points into its proposal, sparking speculation and political backlash.
Trump acknowledged the proposal publicly, writing that he had directed his special envoy Stephen Witkoff to meet President Putin in Moscow to finalise the peace terms, while US Army Secretary Dan Driscoll was expected to discuss details with Ukrainian representatives.
Following an Axios report last week, several lawmakers and diplomats have expressed alarm. Many claim the plan reflects Russian negotiation tactics rather than a balanced peace strategy. Some accuse the US of pressuring Ukraine to accept terms unfavourable to its sovereignty, warning military aid could be suspended if Kyiv refused.
According to sources, the outline was developed last month during a private meeting in Miami involving Trump’s son-in-law Jared Kushner, special envoy Witkoff, and Russian businessman Kirill Dmitriev. Very few within the State Department or the White House were informed of this meeting, adding to the controversy.
Reports suggest the US is pushing Kyiv to accept the agreement despite concerns. While diplomatic attempts to end the four-year war are underway, experts warn that any settlement that ignores Ukraine’s territorial and security rights may fail to deliver lasting peace.
