New Delhi: A special three-day session of Parliament commenced today, continuing till April 18. During this session of parliament, important legislative proposals, such as Women’s Reservation Bill and a Constitution Amendment Bill was tabled. There was an intense debates as opposition parties have already stated their plan to oppose the move. The main focus was on key Constitutional Amendments to operationalise the Nari Shakti Vandan Adhiniyam, passed in 2023 to provide 33% reservation for women in the Lok Sabha and State Assemblies.
The Government is set to introduce three crucial Bills including:
• Constitution (131st Amendment) Bill, 2026
• Union Territories Laws (Amendment) Bill, 2026
• Delimitation Bill, 2026
PM Modi took aim at DMK MPs who attended the Lok Sabha proceedings clad in black attire to protest against the bills related to women's reservation. Addressing the House during the special session of the Lok Sabha, PM Modi remarked that this act was akin to applying a 'black mark' (kala teeka) to ward off the evil eye. He further added that everyone has their own political motivations, noting that the fear of defeat can be somewhat baffling. "In our culture, whenever an auspicious undertaking is initiated, there is a tradition of applying a black mark to ensure it remains protected from the evil eye. I thank you for applying that black mark."
Speaking during the special session of the Lok Sabha, Union Home Minister Amit Shah dismissed concerns that the proposed constitutional amendment and associated delimitation measures would diminish the representation of southern states. He stated that a "false narrative is being fabricated" to suggest that southern states would suffer significant losses. Citing the example of Karnataka, Shah noted that following these changes, its Lok Sabha seats would increase from 28 to 42, while its overall share would remain largely unchanged.
Priyanka Gandhi stated, "In 1931, a Congress session was held in Karachi under the chairmanship of Sardar Vallabhbhai Patel, where this resolution was passed. It was from this point that equal rights for women became an integral part of our country's politics. At that very time, the principle of 'One Vote, One Citizen, One Value' was also established." She noted that while countries like the United States had to wait and struggle for 150 years to secure this right, in India, this marked a unique step towards granting political rights to women. Priyanka added that the provision for 33 percent reservation for women in municipalities and Panchayats was first introduced in the House by the Congress government led by her late father and former Prime Minister, Rajiv Gandhi.
Congress MP K.C. Venugopal launched a scathing attack in the Lok Sabha against the PM Modi-led Central Government. Striking out at the government, the Congress leader asserted that while every state in the country holds its own distinct place, the government seeks to diminish their 'status' under the pretext of delimitation, solely to serve its own political motives and gains. During the discussion on the Constitution (131st) Amendment Bill, 2026 (pertaining to the Women's Reservation Act), the Delimitation Bill, 2026, and the Union and State Laws (Amendment) Bill, 2026, the Congress MP urged the government to withdraw these bills.

New Delhi: In the Lok Sabha, Union Home Minister Amit Shah said, “There is a statement being made that elections are taking place in Tamil Nadu and West Bengal and that a new Act has been brought in. That is not correct. Let me clearly state that the Delimitation Commission’s report will come into effect only when it is accepted by Parliament and receives the approval of the President. Therefore, there is no question of it being implemented before 2029. Even the elections up to 2029 will be conducted under the existing system and existing constituencies. So there is no need for Akhilesh ji (Yadav) to be worried.”

New Delhi: In Lok Sabha, Union Home Minister Amit Shah said, "A narrative is being created and confusion is being spread that these three bills, the Constitutional Amendment Bill and the two related laws on delimitation and changes in election procedures, will reduce the representation of southern states in the Lok Sabha and cause them significant loss...The bill before the House is now the property of the House. Based on its practical interpretation, I would like to clarify a few points. In Karnataka, out of the current strength of 543 seats in the Lok Sabha, there are 28 seats, which is about 5.15 per cent of the total representation. After the passage of this bill and the Constitutional Amendment, Karnataka’s seats will increase from 28 to 42. In a House of 816 members, its share will be around 5.14 per cent. So, there will be no real loss to Karnataka.”

PM Modi stated: "Today, I wish to declare to this House with a profound sense of responsibility—be it the South, the North, the East, or the West; whether small states or large ones—that this decision-making process will not inflict discrimination or injustice upon anyone. There will be no alteration whatsoever in the proportional representation established during the tenure of past governments when delimitation exercises were conducted; any future increase will also adhere to that very same proportion. You kept this legislation in limbo for three decades; you have done whatever you intended to do. Now, just let it pass! There are some here who suspect that, somewhere within this initiative, lies a hidden political agenda of Modi's," he added.
PM Modi stated, "If you seek a guarantee, I offer you that as well. I would like to emphasize that, sitting here, the Constitution does not grant us the right to view this nation in fragments. Be it Kashmir or Kanyakumari, we can only conceive of it as a single, unified country. This process will not inflict injustice upon anyone. Furthermore, there will be no alteration to the existing proportions—the framework that has prevailed since the tenure of previous governments." PM Modi added, "If you desire the word 'guarantee,' I shall employ that term; if you speak of a 'promise,' I shall use that as well. PM Modi stated: "Back in 2023, when we were discussing this matter, everyone was urging us to expedite it. At that time, however, we lacked the necessary time. Now, we are poised to implement it in 2029. Therefore, the need of the hour is that we delay no further. During this interim period—amidst extensive deliberations and consultations with constitutional experts—it became evident that we must devise a specific pathway to effectively harness the collective strength of our mothers and sisters."
PM Modi stated, "I have come to make an appeal: do not weigh this on the scales of politics. Today's occasion is an opportunity to sit together, think in a unified direction, and—with an open mind—embrace the task of building a 'Developed India.' As I have said before, the entire nation today—and particularly our 'Nari Shakti' (women power)—will certainly observe our decisions; yet, even more importantly, they will scrutinize our intentions. Therefore, the women of this country will never forgive any flaw in our intent."
Speaking in the Lok Sabha on the subject of women's reservation and delimitation, Prime Minister Narendra Modi stated: "Whoever opposed this 25 to 30 years ago—that opposition never descended below the political plane. However, do not make the mistake of assuming the same today. Over the last 25 to 30 years, a political consciousness has emerged among our sisters who have achieved victory in grassroots-level Panchayat elections; they have become opinion-makers at the ground level. Today, they are vocal... and they assert: 'Now, include us in the decision-making process.'"
"When I was merely a party worker, discussions would often arise regarding the mindset of certain people—how they readily grant reservation in Panchayats, yet do so simply because they harbor no fear of losing their *own* positions. Their attitude is, 'We are secure, so let's go ahead and grant it.' Consequently, reservation in Panchayats has reached levels as high as 50 percent," PM Modi stated.
"I would like to add one more point: those who opposed this measure 30 years ago have not moved beyond the confines of political corridors; yet, at the grassroots level, those very same sisters are vocal today. Millions of women who have already served in these roles are now raising their voices. They demand, 'Integrate us into the decision-making process—specifically, the process that takes place within the Parliament.'"
Speaking in the Lok Sabha on women's reservation and delimitation, Prime Minister Narendra Modi said, "To those who detect a whiff of politics in this, I would urge them to look at their own track record over the past 30 years. I believe there is no need to give this a political colour."
PM Modi stated: "I firmly believe that a 'Developed India' is not merely defined by statistics related to roads, railways, or infrastructure; rather, it also signifies that half of the country's population must actively participate in the process of policymaking. We have already delayed this endeavor—a fact that everyone must acknowledge."
PM Modi stated, "It is our privilege to have the opportunity to involve half of the country's population in the process of formulating policies for nation-building. Let none of us Members of Parliament let this opportunity slip away. Together, as Indians, we are poised to steer the nation in a new direction. We are embarking on a meaningful endeavor to infuse our governance system with sensitivity. The 'Amrit'—the nectar—that emerges from this churning process will determine the very course and direction of the country's politics."

There will be an equal, 50 per cent increase in the strength of Lok Sabha members, and this will translate to 815 seats, of which 272 will be reserved for women, which comes to one-third of the strength of the House. New Delhi: The Opposition members in Lok Sabha have pressed for division against the move to introduce the Constitution (One Hundred and Thirty-First Amendment) Bill, 2026. DMK MP TR Baalu, AIMIM MP Owaisi are among the Opposition MPs who are opposing the the introduction of the bills. TMC and CPI-M are opposing the bills.

New Delhi: Speaking in Lok Sabha, Amit Shah said, "Akhilesh Yadav asked why the census is not being conducted. I want to inform the entire country that the census process has already begun. The government has taken a decision to conduct a caste census, and the enumeration is being carried out along with caste data. If it were up to the Samajwadi Party, they would even assign castes to households. Dharmendra Yadav spoke about giving reservations to Muslim women. This is unconstitutional. Reservation based on religion is unconstitutional."

That the Bill to provide for the readjustment of the allocation of seats in the House of the People to the States and Union territories, the total number of seats in the Legislative Assembly of each State and Union territories having a Legislative Assembly, the division of each State and each Union territory having a Legislative Assembly into territorial constituencies for elections to the House of the People and Legislative Assemblies of the States and Union territories and for matters connected therewith.
