Patna: The Bihar government has decided to leave no relaxation on the use of social media by government employees. Recently, the Cabinet has approved changes in the conduct rules so that clear guidelines can be set regarding the conduct of government employees on online platforms.

The government has approved the Bihar Public Servants Conduct (Amendment) Rules, 2026. These rules will have a direct impact on all government employees and officers of the state. The government believes that this change was necessary to prevent misuse of social media in the digital era.

Wouldn't it be easier to create a social media account now?

Now no government employee will be able to create a new social media account of his own free will. For this, permission will have to be taken from the competent authority first. Creating or operating an account without permission will be considered against the rules.

What was the decision regarding anonymous and fake accounts?

The government has made it clear that social media accounts running under fake names or hidden identities will be completely banned. Apart from this, running personal accounts using government email ID or office mobile number will also not be allowed.

Why did the government have to take this step?

According to the General Administration Department, many such cases have come to light in recent months where government employees misused platforms like Facebook, X, Instagram, WhatsApp and Telegram. This raised questions on the government's image and administrative discipline, after which strictness was considered necessary.

What will be prohibited from being posted on social media?

Under the new rules, no government employee will be able to post objectionable material. Any such content, which affects his responsibility and dignity of office or tarnishes the image of the government, will be banned. Apart from this, it will also be prohibited to express personal opinions on government policies, schemes, or decisions of the Supreme Court and High Court.

Have comments on politics and individuals also been stopped?

According to the rules, government employees will not be able to write anything on social media in support or opposition of any political party, leader, individual, lawyer or media organization. Sharing confidential government information and portraying government achievements as personal success would also be against the rules.

What will happen to office-related videos and live streams?

There is a complete ban on making any kind of video, reel or content related to the office. Also, no official conversation, meeting or discussion will be allowed to be shown live on social media.

What does the government want to achieve with these rules?

The government says that the purpose of these rules is to establish discipline and responsibility among government employees. The aim is to ensure such behavior on the digital platform, which is commensurate with their position and which maintains the credibility of the administration.
