PM Modi Inaugurates High-Tech, Sustainable Kartavya Bhavan at Delhi’s Kartavya Path

Prime Minister Narendra Modi officially inaugrated the Kartavya Bhavan on Wednesday, located at Kartavya Path in Delhi. He was joined by Manohar Lal Khattar, the Minister of Housing and Urban Affairs, to inspect the Bhavan.

This new building, named Kartavya Bhavan-03, is a key part of the Central Vista redevelopment project. According to the Prime Minister’s Office (PMO), it is the first of several new Common Central Secretariat buildings that will help make the government’s administrative processes more effective and better connected.

A Modern Office for Better Governance

The main aim of this project is to improve how government departments work together. With modern infrastructure and shared office space, the Common Central Secretariat will support faster decision-making and smoother coordination between ministries. This move is also part of a larger plan to improve how the government works overall.

At present, many important ministries are working from old and outdated buildings like Shastri Bhawan, Krishi Bhawan, Udyog Bhawan, and Nirman Bhawan, which were built between the 1950s and 1970s. These older buildings are not only costly to maintain but also less efficient. The new Kartavya Bhavan aims to fix these problems by offering upgraded, cost-effective office spaces that boost productivity and employee comfort.

The newly opened Kartavya Bhavan-03 has been built to encourage teamwork and new ideas. It brings together various government departments that were earlier spread across different parts of the city. This large office building covers around 1.5 lakh square metres and includes two basement levels and seven upper floors. Eco-Friendly Design and Smart Technology

As per the PMO release, Kartavya Bhavan represents the future of government buildings. It includes modern workspaces that are secure and fully IT-enabled. Access to the building is managed through ID cards, and it features a high-tech surveillance system along with a central command room.

The building has also been designed with the environment in mind. It aims to earn a GRIHA-4 rating for sustainability. The building includes energy-saving LED lights, rooftop solar panels, a solar-powered water heating system, rainwater collection, and a modern heating and cooling (HVAC) system.

Kartavya Bhavan is built as a zero-discharge campus. This means that all wastewater is treated and reused for the building’s needs. Recycled materials were used in construction, such as waste from old buildings used in paving and walls. It also uses lightweight drywalls to reduce the amount of topsoil and lower the overall weight of the building. The campus includes a solid waste processing unit on-site and charging stations for electric vehicles.

Saving Energy for a Greener Future

The building is designed to consume 30% less energy than traditional buildings. It has special glass to block heat and noise, LED lighting with sensors, energy-efficient lifts, and a smart power management system to keep energy use low.

Over 5.34 lakh units of electricity are expected to be generated every year by the solar panels that were placed on the roof of the bhavan. Solar heaters will take care of over 25% of the building’s hot water needs. This focus on green technology and energy saving reflects the government's effort to reduce its environmental impact. According to the PMO, Prime Minister Modi is also scheduled to address a public programme from Kartavya Path at around 6:30 PM in the evening.
