New Delhi: A major international cyber fraud network operating through thousands of mobile phones has been busted by the Cyber Police Station of Delhi's South-West District. Five people have been arrested in connection with the racket, which allegedly used mobile users to circulate fraudulent messages in exchange for payments of just ₹1 to ₹3.

The investigation revealed that more than 41,000 mobile users were involved in the network, through which approximately 3,300 fraudulent SMS messages were sent. Police have linked 544 cybercrime complaints involving losses exceeding ₹10 crore to the operation. Investigators have also found financial connections extending to Kuwait.

How Did a ₹2.21 Lakh Complaint Expose a ₹10 Crore Network?

The investigation began following a complaint received on November 28, 2025. The victim had received a message asking for payment of a traffic challan through a suspicious link. After clicking the link, ₹2.21 lakh was allegedly withdrawn from the victim's credit card.

The South-West District Cyber Police began examining the transaction trail, which eventually led investigators to a larger network operating across several Indian states and overseas.

Wingo Cash App Used to Circulate Fraudulent Messages

During the investigation, police identified the role of a mobile application called 'Wingo Cash'. According to investigators, the accused allegedly lured people with small cash rewards in exchange for participating in the application's reward redemption process.

During this process, the mobile phone screen reportedly remained switched off for around 30 seconds. Investigators found that the application was being used to automatically send between nine and 12 fraudulent messages from users' phones during this period.

Participants were allegedly paid between ₹1 and ₹3 for the activity. The messages contained deceptive links related to fake traffic challans, delivery confirmations and reward point redemption, potentially exposing recipients to financial fraud.

Over 41,000 Mobile Users and 544 Cyber Complaints Linked

An examination of financial transactions led investigators to a bank account belonging to Mumbai-based Shri Balaji Enterprises. Police found that payments totalling approximately ₹2 crore had been distributed among more than 41,000 mobile users within just three days.

Further investigation revealed that around 3,300 fraudulent messages had been circulated through the network. Police also identified connections with 544 cybercrime complaints registered across the country, involving alleged financial losses exceeding ₹10 crore.

Investigators discovered that a portion of the suspected proceeds had also reached the National Bank of Kuwait, indicating possible international financial links.

Police have arrested five accused identified as Moti Singh Baghela, Harshpal, Vicky, Vishal Das Vaishnav and Barjesh Kumar.

The following items were recovered during the operation:

  • One car

  • 59 debit cards

  • 52 bank passbooks and cheque books

  • Seals belonging to 14 firms

  • Five payment machines

South-West District Deputy Commissioner of Police Amit Goyal confirmed that the investigation is continuing. Police are now examining the involvement of additional suspects, associated bank accounts and financial connections extending overseas.
