New Delhi: The case of death of 15 students due to fire in the coaching centre located in Aliganj, Lucknow has now created concern at the national level. This incident has been raised in the National Human Rights Commission (NHRC) and a comprehensive investigation has been demanded into the safety standards in coaching institutes across the country. After the incident, questions have again been raised on the building security and administrative monitoring of coaching institutes. Now all eyes are on the action of NHRC.

Who filed the complaint with NHRC?

Noida resident and former regional higher education officer Dr. Rajeev Kumar Gupta has filed a complaint with NHRC. The Commission has accepted the complaint and registered it under diary number 14383/IN/2026. Dr. Gupta said in the complaint that this matter is not limited to Lucknow only but is related to the safety of students across the country.

What is said in the complaint?

Dr. Gupta said in his complaint that this painful incident in Aliganj, Lucknow is not alone. Lives of students are in danger due to disregard for safety standards in coaching institutes across the country. Many institutions do not have emergency exits, firefighting equipment and even basic safety features. The complaint demands that concrete steps be taken to ensure the right to life and safety of the students.

Have such accidents happened before?

The complaint also mentions major incidents of the past years. In July 2024, 3 students died due to waterlogging in the basement of a coaching institute located in Rajendra Nagar, Delhi. In May 2019, 22 students lost their lives in a massive fire at a coaching center in Ahmedabad. Dr. Gupta said that despite such incidents happening again and again, there is no strictness on security rules.

What concerns were raised regarding the safety of the students?

According to the complaint, a large number of students are forced to study in cramped rooms and closed buildings. There are not even basic security arrangements there. Small space, only one route, no windows and lack of fire exits can lead to a major accident in any emergency. Overcrowded classes, illegal basement classes and institutions running without NOC have become a risk for students.

What has been demanded from NHRC?

Dr. Gupta has sought intervention from the Commission. He said that NHRC should review the security arrangements of coaching institutes across the country and issue effective guidelines to ensure the right to life and safety of students. The complaint also mentions the 15 students who died in the Lucknow fire accident. The Commission is expected to hold states and local administrations accountable.

What will happen next?

After the Lucknow accident, questions have again started being raised on the security arrangements and administrative monitoring of coaching institutes. Defects like no fire NOC, narrow stairs, closed windows and overloaded electricity connections are being found in every city. Now the action of NHRC will decide whether there will be further investigation across the country or not. Students and parents hope that this time they will see concrete guidelines and strict monitoring, not just statements.
