Yogi Government Announces Rs 59,019 Crore Supplementary Budget as UP Gears Up for Polls

Lucknow: The Yogi Adityanath government of Uttar Pradesh presented a supplementary budget of Rs 59,019 crore for the financial year 2026-27 on the second day of the monsoon session of the Assembly. While presenting the budget in the Assembly, Finance Minister Suresh Khanna said that its objective is to accelerate the ongoing development projects, provide financial resources for new needs and strengthen the schemes related to public welfare. The government called it an important step towards making the state a trillion dollar economy, while the opposition raised questions on the budget's priorities and spending capacity.

Which areas got the biggest priority?

In the supplementary budget, additional funds have been provisioned for sectors such as roads, expressways, energy, irrigation, urban development, education and health. The government says that this additional amount is being provided to complete the projects on which work is already going on on time. This will also give impetus to new schemes and works of public interest. The state government claims that increasing capital investment will create new employment opportunities and will also boost industrial development.

What is the government's focus on farmers & rural development?

The government has also kept agriculture and rural development among the important priorities of the supplementary budget. It has been proposed to provide additional resources for irrigation projects, rural connectivity and agriculture related infrastructure. The government believes that this will help in increasing the income of farmers, reducing the cost of farming and strengthening the rural economy. Apart from this, additional provisions have also been made for various welfare schemes.

What are the government's plans regarding youth & employment?

Finance Minister Suresh Khanna said that continuous investment is being made in industrial investment, skill development and infrastructure in the state. Many such provisions have been included in the supplementary budget, the objective of which is to increase employment and self-employment opportunities for the youth. The government says that increasing investment in the state will also give impetus to employment generation at the local level and economic activities will accelerate.

Why did the opposition raise questions on the budget?

As soon as the budget was presented, the opposition started cornering the government. Opposition parties including Samajwadi Party allege that the government brings supplementary budget every year but is not able to fully utilise the already approved funds. The opposition also demanded the government make public the actual status of implementation of development schemes and budget expenditure. The ruling party says that the opposition are only making political allegations and development work is progressing rapidly in the state.

What is the importance of supplementary budget?

According to experts, supplementary budget is brought when the amount sanctioned in the original budget is no longer sufficient for the needs of a scheme or department or additional funds are required for new schemes during the financial year. In such a situation, the government takes approval for additional expenditure from the Assembly.

The Uttar Pradesh government says that this time the supplementary budget has been prepared with the aim of accelerating development works, completing incomplete projects and providing resources as per the changing needs.
