Patna: In an effort to improve the standard of education in the state, the Bihar government has decided to implement a slew of fresh regulations and guidelines for teachers and other staff at public funded schools.
According to the new regulations, teachers in all government schools in the state will teach based on lesson plans. Teachers will not wear jeans and T-shirts to school. Mid-day meals will be served to children only after being tasted by the headmaster and teachers.
Headmasters will also be held responsible for fraudulent attendance records of teachers. The Education Department has instructed all District Education Officers (DEOs) to strictly implement the provisions related to the functioning of government schools.
According to the provisions, all teachers will arrive at school on time and register their attendance on the e-Shiksha Kosh portal. Teachers and headmasters will be held responsible for fake attendance or attendance recorded through photographs.
Headmasters will not hesitate to grant leave. Teachers will not be absent from school without approved leave. Headmasters will not hesitate to grant leave, but not more than ten percent of teachers will be granted leave at any given time.
While granting leave, it will be ensured that the teaching process is not disrupted. Teachers and non-teaching staff posted in schools will wear dignified formal attire during school hours. They will not wear jeans and T-shirts.
No teacher will leave the school premises during school hours to withdraw their salary from the bank. Teachers will not visit the district office for their problems.
They will submit their applications regarding their problems to their Block Education Officer's office, where the Block Education Officer will resolve the issue.
If necessary, the application will be forwarded to the district office, where the problem will be resolved. The attendance details of all teachers, staff, and Aadhaar operators posted in the school will be provided to the concerned office by the 25th of every month.
This is to ensure timely salary payments. The concerned headmaster will be held responsible for delayed, incorrect, or incomplete attendance records.
Weekly and monthly examinations are mandatory. All teachers will prepare lesson plans, and classes will be conducted accordingly. Every Saturday, the headmaster will countersign the lesson plans of each teacher. The headmaster will also maintain a lesson plan. The excuse that the lesson plan is at home will not be accepted. The lesson plan must be shown when requested by the inspecting officer.
Attendance will be accurately recorded by the class teacher during the first period. The headmaster will record attendance only for the class for which he/she is the class teacher. Weekly and monthly examinations will be conducted.
