National News: The Delhi government has taken a major step to address long-standing complaints from parents about arbitrary school fee hikes. The Delhi School Education (Transparency in Fee Fixation and Regulation) Act, 2025 has now come into force after Lieutenant Governor V.K. Saxena gave his approval. Following the approval, the government has notified the law, and it has been implemented in the capital from today.

The bill was passed in the Delhi Assembly on August 8. Its objective is to ensure transparency, accountability, and participatory decision-making in school fee regulation. Under the new law, every school must form a School-Level Fee Committee comprising parents, teachers, management representatives, and officials from the government.

Strict rules on fee hikes

Schools will no longer be able to raise fees at their discretion. Prior approval from the government will now be mandatory before any hike. Moreover, once fixed, the fee will remain unchanged for three academic years, preventing frequent increases and easing the financial burden on parents. The law also provides for a multi-level grievance redressal mechanism and prohibits any punitive action against students in case of disputed fees.

Key features of the law

  • No arbitrary fee collection: Schools cannot charge more than the approved fees.
  • Mandatory Fee Committees: Every school will have a fee committee with management, teachers, parents, women, and members from underprivileged sections.
  • District-level grievance redressal: A committee led by senior education officials will resolve complaints and disputes quickly.
  • High-level review mechanism: Appeals against district-level decisions will be reviewed to avoid bias.
  • Public disclosure of fees: Details of approved fees must be displayed on notice boards, websites, and in Hindi, English, and the school’s language.
  • Three-year stability: Once fixed, fees will remain the same for three academic years.
  • Strict penalties for violations: Schools charging unlawful or inflated fees will face heavy financial penalties.

Impact on Delhi families

The law is expected to provide major relief to parents, as private schools will no longer be able to impose arbitrary or irregular hikes. Parents will now have a strong role in deciding fee structures, ensuring that students are protected from exploitation and education remains within everyone’s reach.

Government’s stance

Chief Minister Rekha Gupta said, “This law will curb the commercialization of education and ensure transparency, accountability, and fairness in fee determination. Previous governments never took this issue seriously, leaving parents to suffer. They made false claims about their education model but neither corrected the fee system nor improved quality. As a result, many schools shamelessly hiked fees by 30 to 45 percent. Our government has taken this historic step to give parents long-awaited relief.”
