Srinagar: Security agencies have issued a high alert in Jammu and Kashmir. Pakistan-backed groups are planning to intensify terrorist activities on a large scale before the onset of winter. Intelligence inputs suggest that Lashkar-e-Taiba, Jaish-e-Mohammed, and their proxies like TRF and PAFF will use Vehicle Borne IEDs (VB-IED) to target civilians and security forces. There could be a suicide attack like the Delhi blasts.

After April's Pahalgam attack and Operation Sindoor, the number of active terrorists reached 131. 122 were Pakistanis; only 9 locals were included. Is this the expansion of the new 'white-collar' Jaish-e-Mohammed module, ready to terrorize the valley by increasing infiltration in winter?

Fear of a Pulwama-style attack: What impact on security?

According to intelligence inputs, Pakistan's ISI-backed BAT (Border Action Teams) is increasing infiltration across the LoC. VB-IED is planned in South Kashmir. VB-IED attack from a moving vehicle, like the 2019 Pulwama attack on a CRPF convoy. Ordered to check vehicles at Nakas with 'maximum suspicion.' The Delhi blasts strengthen Jaish-e-Mohammed's new focus profile. 

59 to 122 Pakistanis—why zero local recruitment?

Till March 2025, only 59 Pakistanis were active. 21 each of Jaish-e-Mohammed and Lashkar-e-Taiba, and 3 terrorists of HM were active. 61 terrorists were killed after the Pahalgam attack (2024), but infiltration increased. 122 Pakistanis and 9 locals are included. 3 in Kashmir Valley, the rest in Chenab Valley and Pir Panjal. The OGW network ended due to the 'Zero Terror' policy, but new unknown recruits filled the place. According to the senior officer, local support has ended, but foreign infiltration continues.

Is 'white-collar' Jaish-e-Mohammed module expanding? 

Faridabad 'white-collar' Jaish-e-Mohammed module (network of doctors) disturbed the balance. 121 terrorists were killed in 2023-24. Of these, 45 were killed in encounters and 16 on the border lines. But 28 civilians and 16 soldiers were martyred. Proxies like TRF-PAFF are sending new recruits and attacks will increase in winter. Is this the new face of hybrid militancy?

What steps can be taken to stop infiltration?

Trishul exercise is going on. Due to this, there is vigilance on the border also. There is news of BAT redeployment and focus is also on the eastern border. According to the senior officer, the new recruits are out of the radar, but the operation is going on. Will infiltration across LoC be stopped in winter?
