Private School Fee Regulation Bill 2025: Huge Bill Passed Allowing Arbitrary Fees-Know How to Avoid It

National News: Private School Fee Regulation Bill 2025: History was created in the Delhi Assembly on Friday when the Private School Fee Regulation Bill 2025 was passed by majority after a four-hour-long debate. 41 votes were cast in favor of the bill, while 17 votes were cast against it.

17 amendment proposals presented by the opposition were also rejected. Now this bill will become a law after the approval of the lieutenant governor. Chief Minister Rekha Gupta described it as "not just a law, but a revolutionary step in the education system."

Private School Fee Control Bill

The aim of the bill is to curb arbitrary fee collection by private schools and bring transparency to education. Under this, not only will a strict approval process be implemented for fee hikes, but parents will also be given 'veto power.' That is, the proposal for a fee hike will be passed only when all five members of the fee fixation committee agree. This provision is considered a big step of relief for 18 lakh students of Delhi and their parents.

Key provisions of the bill

Chief Minister Rekha Gupta said that now no private school will be able to increase fees arbitrarily. Schools will have to submit information like their location, facilities, operational expenses, and teaching level for fee determination. After this, government permission will be necessary before increasing the fees.

Stringent penal provisions

The bill clarifies that a fine of Rs 1 lakh to 10 lakh will be imposed for increasing fees without permission. If the extra amount collected is not returned to the parents on time, the fine will be doubled. If the rules are broken repeatedly, the recognition of the school can be cancelled, and if needed, the government itself will take over the management of the school.

Parents get decision-making power

Delhi Education Minister Ashish Sood said in the Assembly that the interests of parents have been kept at the center in this bill. A provision of 'veto power' has been made to stop the fee hike—if even one out of five members of the fee fixation committee does not agree, then the fee cannot be increased. This will give direct control to lakhs of parents of Delhi.
