New Delhi: To further strengthen and enhance the transparency of the country's democratic framework, the Election Commission of India (ECI) has announced the commencement of the third phase of the Special Intensive Revision (SIR) of electoral rolls across 16 states and three Union Territories, effective Saturday (May 30). According to the Commission, this massive exercise will encompass approximately 367.3 million voters across the nation.

As per a statement issued by the Election Commission, to implement this third phase at the grassroots level, over 394,000 Booth Level Officers (BLOs) will conduct door-to-door visits to collect voter information. To ensure transparency throughout this entire process, 342,000 Booth Level Agents (BLAs)—appointed by political parties—will assist the BLOs. This program has been scheduled to align with the timetable of personnel currently engaged in the ongoing Census (specifically, the house-listing phase), thereby ensuring the smooth execution of both operations.

Providing further details on the matter, the Election Commission stated that this third phase of the SIR will be conducted in Delhi, Uttarakhand, Andhra Pradesh, Haryana, Telangana, Punjab, Karnataka, Maharashtra, Jharkhand, Odisha, Sikkim, Manipur, Arunachal Pradesh, Meghalaya, Nagaland, Tripura, Chandigarh, Dadra and Nagar Haveli, and Daman and Diu. Upon the completion of this third phase of the SIR, this comprehensive exercise will have been concluded across the entire country, with the exception of Himachal Pradesh, Jammu & Kashmir, and Ladakh.

May 30 to June 28 – Odisha, Mizoram, Sikkim, and Manipur
June 4 to July 3 – Dadra and Nagar Haveli, and Daman and Diu

In all these states, following the completion of the SIR (Summary Revision) process, the final voter lists will be published on various dates. During this period, while the final voter list will be published on September 6 in Odisha, Mizoram, Sikkim, and Manipur; it will be published on September 15 in Uttarakhand; on September 22 in Andhra Pradesh, Arunachal Pradesh, Haryana, and Chandigarh; on October 1 in Telangana and Punjab; on October 7 in Delhi, Maharashtra, Jharkhand, Karnataka, and Meghalaya; on November 22 in Nagaland; and on December 23 in Tripura.

Will Any Official to be Transferred During the Process?

Meanwhile, in its instructions issued to the Chief Electoral Officers of the states, the Election Commission emphasized that for those voters whose enumeration forms are not returned, the Booth Level Officer (BLO) By making inquiries with neighboring voters, the officials will identify and record potential reasons for discrepancies—such as absence, relocation, death, or duplicate entries. Furthermore, the Election Commission has instructed the Chief Secretaries of the states that, during the SIR process, no official associated with this exercise shall be transferred without the prior approval of the Election Commission.

SIR Process Completed in Which States?

It is noteworthy that the SIR process has already been completed in states and Union Territories such as Bihar, West Bengal, Tamil Nadu, Kerala, Puducherry, Uttar Pradesh, Rajasthan, Madhya Pradesh, Gujarat, Chhattisgarh, Goa, the Andaman and Nicobar Islands, and Lakshadweep. In the second phase of the SIR, the names of 10.2 percent of the individuals listed in the electoral rolls across nine states and three Union Territories were removed; of these, over 6 million names belonged to persons who had passed away.

What Did Chief Election Commissioner Appeal to All Voters?

In his message regarding this third phase of the SIR, Chief Election Commissioner Gyanesh Kumar stated, "I appeal to all voters to participate in the third phase of the SIR with full enthusiasm and to fill out their forms. The SIR is being conducted with the objective of ensuring that only the names of eligible voters remain on the list, and that no ineligible names persist."
