Delhi Crime Branch Arrests Wanted PLA Cadre Hiding in Capital, Hands Him Over to Manipur Police (TIN)
New Delhi: The Delhi Police Crime Branch has achieved a major breakthrough by arresting a wanted cadre of the banned militant organisation People's Liberation Army (PLA), who was allegedly hiding in the national capital. The accused has been identified as 35-year-old RK Regan Singh alias Gandhi, a resident of Manipur. He was wanted in two cases registered under the Unlawful Activities (Prevention) Act (UAPA) at Thoubal Police Station in Manipur. The accused, who was allegedly living in Delhi under a concealed identity, was apprehended by the Western Range-1 team of the Crime Branch from the Yusuf Sarai area. After completing the necessary legal formalities, he was handed over to Manipur Police.
During a press conference at Delhi Police Headquarters, Crime Branch DCP Harsh Indora stated that on September 3, Inspector Prakash Chand received information that a wanted individual associated with the banned PLA organisation was present in Delhi. Taking the information seriously, he informed senior officers. A special team was constituted under the directions of DCP Crime Branch Harsh Indora and the supervision of ACP Rajkumar.
The team initiated a search operation using technical surveillance and local intelligence inputs. Based on technical information, the accused's location was traced to the area around AIIMS. The police team immediately reached the location and conducted inquiries, but no patient under the name of RK Regan Singh was found admitted. Subsequently, the police began checking hotels in Yusuf Sarai, Safdarjung Enclave, and Green Park. CCTV footage from nearby cameras was also examined.
The biggest challenge faced by the police during the operation was the absence of the accused's photograph, making his identification difficult. Despite this, the team continued searching through hotel inspections, local inquiries, and CCTV analysis. Eventually, a suspicious individual from Northeast India was detained in the Yusuf Sarai area. During preliminary questioning, he allegedly provided a false identity and denied having any links with a militant organisation. His photograph was subsequently sent to Manipur Police, which confirmed his identity as RK Regan Singh alias Gandhi after verification.
According to the police, during interrogation, the accused revealed that his uncle was a founding member of the People's Liberation Army, and he later became associated with the organisation himself. Police identified him as an active cadre of the banned PLA/RPF. Two cases are registered against him at Thoubal Police Station in Manipur.
The first case is FIR No. 19(2)/2024, registered under Sections 384, 387, 506, 120B, and 34 of the Indian Penal Code, along with Sections 17, 20, 39, and 40 of the UAPA. The second case is FIR No. 199/2026, registered under Section 20 of the UAPA.
Following confirmation of the accused's identity, Inspector Prakash Chand established coordination with Manipur Police. A team from Manipur Police arrived in Delhi, and after completing the necessary verification and legal procedures, the accused was handed over for further investigation and legal action.
The successful operation was conducted under the leadership of Inspector Prakash Chand. The team included SI Sumit, SI Anshu Kadian, ASI Narendra Kaur, Head Constable Prashant, Head Constable Sandeep, Head Constable Naveen, and Head Constable Harjeet.
The entire operation was carried out under the close supervision of ACP Rajkumar, Western Range-1, while DCP Crime Branch Harsh Indora provided operational directions. According to the Delhi Police Crime Branch, the action reflects its vigilance and professional approach towards wanted criminals and individuals allegedly involved in unlawful and anti-national activities.
