Delhi Police arrested two Mathura men over an alleged fake health camp and SIM fraud network (Pankaj Rai)
New Delhi: Delhi Police have arrested two men in Mathura for their alleged involvement in a cybercrime network that reportedly used fake health camps to collect Aadhaar and biometric details and misuse them to obtain SIM cards. According to police, the suspects are being investigated for activating more than 3,000 SIM cards over the past year, with links to over 20 cybercrime complaints involving alleged fraud of approximately ₹2.64 crore.
The arrests were made by the Intelligence Fusion and Strategic Operations (IFSO) unit of the Delhi Police Special Cell. Investigators are examining whether the SIM cards were supplied to other cybercriminals for use in online fraud.
The case emerged during an investigation into a so-called digital arrest scam. Police said the complainant, Srinivas, was allegedly threatened with legal action through WhatsApp and kept under psychological pressure for around two weeks.
During this period, six RTGS transactions were allegedly used to transfer a total of ₹1.64 crore into six separate bank accounts. An FIR was registered at the Special Cell/IFSO police station on September 1, 2026.
According to investigators, the accused allegedly organised fake health camps in villages and offered residents discounted medicines to gain access to their Aadhaar and biometric information. Police suspect these details were then misused to obtain SIM cards without the individuals’ informed consent.
Investigators said the suspects allegedly dealt in 20 to 30 e-SIMs daily. They reportedly purchased SIM cards for around ₹800 to ₹1,200 each and resold them for prices reaching approximately ₹2,000.
Police are also examining the alleged use of Facebook, Instagram and Telegram to supply e-SIMs and QR codes. The investigation is looking into possible cryptocurrency payments through USDT, a digital token linked to the US dollar, as well as potential connections with overseas contacts.
Police conducted a raid in Kota village in Mathura during the night of October 20–21 and arrested Jitendra Singh, 29, and Brajesh Kumar, 21. Three mobile phones were recovered from their possession.
According to police, the suspects allegedly destroyed older phones and switched to new devices to avoid identification. Investigators are continuing efforts to trace other individuals who may be connected to the network.
The investigation is being led under the supervision of DCP Gaurav Tyagi.
Delhi Police have urged citizens not to share Aadhaar OTPs or SIM activation codes with unknown individuals. People who become victims of financial cyber fraud should call the national helpline 1930 immediately or file a complaint through the National Cyber Crime Reporting Portal.
