New Delhi: The Employees' Provident Fund Organization (EPFO) has taken a major step on the occasion of its 73rd Foundation Day by launching the "Employee Enrollment Scheme 2025." Union Labor and Employment Minister Dr. Mansukh Mandaviya inaugurated the scheme during a ceremony held at Bharat Mandapam on Saturday.
This scheme is completely voluntary and its primary objective is to encourage employers to enroll their eligible employees under the EPF Act. According to official data, millions of workers in the country are still outside of PF coverage, especially in small and medium-sized enterprises. The scheme will not only provide employees with pension, medical, and retirement benefits but will also ease compliance for companies. This initiative promotes "ease of doing business" and is a step towards transforming the EPFO from a rigid compliance body to a citizen-centric organization.
The scheme became effective on November 1, 2025, and will remain open for the next six months (until April 30, 2026). It is open to employees who joined a company or institution between July 1, 2017, and October 31, 2025, but for some reason could not enroll in PF. The important condition is that the employee must be alive and employed on the date of enrollment. The scheme will also apply to establishments where investigations are underway under Section 7A of the EPF Act, Section 26B of the EPF Scheme, or Section 8 of the Pension Scheme. However, the EPFO will not take any automatic action against employees who have already left their jobs.
This is like a 'second chance' for employees. If PF deductions were not made from their salaries before, their past dues will be fully waived. Employers will only have to deposit their contributions, plus interest, administrative fees, and a nominal penalty of just Rs 100 per establishment. Employees will not be burdened with past dues, providing relief to small businesses. Experts believe this could formalize approximately 35 million new jobs, as targeted under the Pradhan Mantri Vikas Bharat Rojgar Yojana (PMVBRY).
Addressing the event, Dr. Mandaviya said, "EPFO is not just an ordinary fund but a symbol of trust in the social security of Indian workers and employees." He appealed to the EPFO to maintain fairness, speed, and sensitivity in service delivery. He also called for establishing social security at global standards. He also wrote on the social media platform X, "Under the leadership of PM Modi, the EPFO has expanded the scope of social security manifold. Member satisfaction must be our top priority."

Labor and Employment Secretary Vandana Gurnani also praised the scheme. She said, "EPFO has now transformed from a compliance-focused body to a citizen-centric one. Behind every file is an employee, a family, and a dream. Social security is not just a matter of procedures but is linked to the dignity of people." Central Provident Fund Commissioner Ramesh Krishnamurthy explained that the scheme is part of the digital reforms under EPFO 3.0, which will enhance transparency and accessibility.
