New Delhi: Indian Railways has tightened many important rules for the safety of passengers, discipline in trains and maintaining order in railway premises. After the enactment of the Public Trust (Amendment Provisions) Act, 2026, several sections of the Railway Act have been amended. Under this, in some crimes, the provision of financial penalty is many times more than before.
Now immediate fine can be imposed in cases ranging from travelling without ticket to smoking in train or station, selling goods without a licence, begging and travelling with dangerous items. Railways says that the purpose of these changes is to provide a better and safer travelling environment to the passengers.
According to railway officials, now more strictness will be imposed on those travelling without a valid ticket or pass. If caught during ticket checking, the passenger will not only be charged fare but will also have to pay minimum fine under the amended provisions. If a person refuses to pay the fine the case may reach court. Railways believes that this step will reduce the incidents of ticketless travel.
There have been many such incidents in the records of railways where there was a risk of fire due to smoke or flammable materials in the train. For this reason, railways have increased the fine for smoking in trains and station premises to Rs 2,000. If the accused does not pay the fine on the spot, he can be produced before the court, where a maximum fine of up to Rs 5,000 can be imposed. Railways says that this will improve the safety of passengers and ensure adherence to rules in public places.
Railways has also increased the financial penalty in cases of selling goods and begging on trains or stations without permission. Now a fine of up to Rs 2,000 can be imposed in such cases. Railways argues that unauthorised hawkers cause problems to passengers and also affect security. Under the amended law, if found guilty, a case can be filed in the court along with fine.
Now strict action will also be taken against male passengers who enter the compartments reserved for women without permission. Apart from this, a provision for punitive action has also been made against those who misuse the waiting rooms, reserved seats, platforms or other public facilities of the railways. Railways says that the purpose of these rules is to increase the safety of women and protect public property.
Travelling by train with inflammable, explosive or other prohibited items is included among the most serious crimes. A fine of up to ₹10,000 can be imposed in such cases. If the case is found serious then the provision of legal action and jail sentence can also be imposed against the person concerned. Railways has appealed to the passengers to check the list of prohibited items before travelling.
Railway administration says that the purpose of the new rules is not to put additional burden on passengers but to make rail travel more safe and organised. Officials have appealed to the passengers to board the train only after having valid tickets before travelling, follow the rules of reserved coaches and respect the guidelines applicable at the railway premises. Following the rules will not only avoid fines but also improve the travel experience for all passengers.
