According to the CBI, PV Kulkarni is the mastermind behind the paper leak. He is a retired chemistry professor from Latur. Kulkarni was part of the NEET question paper-setting panel for several years. He misused the NTA process and leaked the paper to students through special coaching classes in Pune.
Shivraj Motegaonkar was the director of RCC Coaching in Latur. According to investigating agencies, he received the question paper and its answers approximately 10 days before the exam. It is alleged that he obtained the paper through PV Kulkarni and Manisha Mandare, two individuals on the NTA panel. He then allegedly distributed the NEET UG paper to coaching institutes and students to carry out the fraud.
The NEET UG 2026 exam, conducted by the National Testing Agency (NTA), was originally scheduled to be held on May 3 at designated exam centers across the country. However, due to the paper leak controversy, the NTA canceled it and rescheduled it on June 21 under tight security and extensive monitoring.
